Story three

The missing entrepreneurs: technology access and who gets to participate

Digital entrepreneurship is presented as the great equaliser: a laptop and a connection, and anyone can build an international venture. Participation data say otherwise. Rural, female and minority founders remain systematically under-represented precisely where entry is supposedly cheapest.

A cohort passing through five participation barriers: connectivity, digital skills, finance, confidence, and market access. These fields are generated, not plotted. Each draws one mark per observation in the study it belongs to and its structure mirrors the finding, but the coordinates are not measured values.

The idea

What explains it

Access is not a single barrier but a stack of them: connectivity, digital skills, finance, and the confidence to attempt. They compound, which is why programmes addressing one in isolation show weak effects. This is the newest strand of the programme, carried more by funded projects than by a settled published record.

So what

For practice

Evaluate participation, not provision. A scheme's existence says nothing about who reaches it.

Honestly

What is not settled

Most of this work is at the proposal or early stage. The finance and connectivity gaps are well documented by others; what is not established is which specific barrier binds hardest for a given group, which is precisely what the funded projects are designed to test.
